I never understood why Powertrains cab had to turn as part of his transformation as it actually looks better in the 'truck' position. I have now discovered the reason - if it didn't rotate, his entire transformation scheme would consist of him just pointing his feet.

Yes - you are right! He has one foot and one big blue trainer. One might say one 'sole' trainer if he were going for a pun which I would never do.
So Powertrainer is confirmed as an Action Master with his transforming companion being Sole-Trainer that enables him to sort of transform.

Hasbro missed a trick there. Ironworks should have been kept as the Micromaster and packaged with his base. The base should have been Windmill. I'm sure an extra sort-of helicopter mode could be jumbled together from the existing robot/base.

But Ironworks is the keeper of a windmill. Windmill is a helicopter.
Ironworks' mill has sails that turn, Windmill has rotary helicopter blades.
