Well, it's a caveat.
I think most would just rather buy a few straight up ramps, than hace a road with a robot hanging off it, or a robot with a giant chunk of road on it's back (the snake does it so much better than doublecrosser and the blue dude)
But that is a really hard sell for the masses.
Adding the robot adds play value and makes them more attractive to others who wouldn't buy a much needed ramp otherwise.
So the robot mode is there to justify the ramp mode.
I personally have issues with any transformer that turns into a shield or melee weapon.

I personally have issues with any transformer that turns into a shield or melee weapon. Yes, were I to think about too hard I would also have issues with such things. Not as bad as transforming heads though. Nothing is as bad as that. Except for road-slave-formers. |

I don't agree with them, and because the bases are rubbish these little fellas will never be roads anyway, but I can kinda go with the shield option. Faithful sidekick fighting alongside the great warrior. Like a batman. But roads - no.
If they hadn't made it easy and put all three together I'd never have cracked.
