Sulu should have been captain way before Undiscovered Country. If memory serves, he was a kind of 'nearly' captain, or 'on the list to be captain' in the novalisation of Star Trek 4: The Voyage Home.

Sulu was intended to be a Captain as far back as Star Trek II but this was dropped due to script changes or Shatner's ego (depending on who you listen to).

That would have been good. Sulu could even been captain of the Reliant.
He always struck me as a bold leader, sat confident and proud in his captain's chair.
