Could a 3rd party make a shell to go round the toy? Lego - you just need to add more bricks to make it to scale?
Are we getting the other jets from Skywarp mode? Is Starscream (if they do him? I expect they would & Thundercracker, acidstorm) going to be a core or have him on a larger size? But they could do multi sizes so we can get larger Skywarp too - like how we do in all past lines.
Could we have an interesting repaint or reuse of Skids toy? Who could it be?

Talking with a friend, I figured out that to do Pretenders the way that would make the largest number of collectors happy, could not be done at less than a leader class.
Most collectors would not be interested in a shell if it were any less articulated than a Marvel Legend. Because this fandom throws a fit if a TF lacks ankle rockers. Basic MLs, which would be too small, cost the same as a deluxe TF. "Deluxe" Legends cost $30-40 (depending on the individual), but aren't that much larger than the regular sized ML. So that's a pretty big price jump for not a lot more "inside space."
But let's go with this, and say it's a $30 figure like AoA Apocalypse. Depending on how much torso articulation you're willing to sacrifice effects the size of the transformer. If the TF were a Titanmaster, you can probably get away without losing any articulation. If it were a battlemaster, you lose the ab crunch. A core class, you lose the ab crunch and probably waist swivel.
I don't think anyone would be happier with anything less than a core class. So let's go with that. You have a $30-40 action figure with a $10 transformer.
So let's assume $10 TF that fits (barely) into a $30 humanoid action figure + $10 accessory armor, or a $40 monster action figure.
I think that's the only way to make the full original gimmick even remotely viable by today's market standards. I think there's only two or three of them that would sell at that price. Bludgeon, Thunderwing, and Metalhawk.

I'm of a mixed mind on pretenders.
Ideally, I'd prefer a TR style robot based on the inner robot, with a primemaster decoy for the Titanmaster.
Barring that, what we've been getting (RotF Bludgeon, Generations Skullgrin, Legacy Iguanus) is fine. However, that works best for the original pretenders because there was nothing remarkable about their inner robots. This doesn't work for Grimlock, or Stranglehold. The second generation pretenders looked like regular TFs outside of their shells. And what would we get from a Legacy Iguanus style Stranglehold? Burt Reynolds in a Diaper that transforms into a robot rhino? The shell is more memorable than the inner bot, but doing it the way they did Iguanus would be weird in a weird way.
Frak. I think i talked myself into that.

Bludgeon, Thunderwing, and Metalhawk. Yep, it's price that's the problem. One way of doing articulated Pretenders that's been discussed (and I don't know if this was my idea, someone else's, or a combination of both - I seem to remember it from a year or so back) is to have the inner robot being a weaponiser-style robot - that way you could store robot parts inside each hollow body part. So robot leg inside shell leg, robot arm inside shell arm, etc - and you wouldn't have to sacrifice poseability. And having the robot be a weaponiser would be interesting, because you could then have it interact with the shell's accessories, also. However, as you point out, that'd be fairly pricey. The shell would have to be at least a 6-inch figure, containing a deluxe, which immediately puts the whole thing at Leader class cost, at least. And as you say, there's not sufficient interest in Pretenders for them to justify that. Which is a shame, but there we are.

That does make me wonder if Pretenders like that could be a Haslab thing? I most certainly would have money for that. Hasbro just need to get past their "But it has to be BIG!" mindset.

Bulkhead's transformation takes shell-forming to a new level. Roll up the robot into kibble and cover it with a folding shield:)

Yes, the whole 'conservative release date in case of problems' line doesn't really work when toys arrive half a year early. If Legacy wave one overtakes Kingdom 5, Blaster won't know if he's coming or going.
