In fairness, it was always unlikely that any of the names that had been suggested in the public consultation exercise - it was always intended to be a supplement to the existing shortlist of names, just in case something suitable emerged from it. The names they already had on the shortlist were always going to be more likely to be chosen.

I don't in any way find such behaviour from elected officials paid by the public to be amusing. In Real Life that' an instant sacking offence. Joyce should have been dismissed at the start.
