I doubt it, given that S12 and S14 did previously have second runs and Chris Chapman (who works on the sets) has expressed frustration at how difficult they have been for people to get.
I don't think there's anything mysterious to this: just a response to customer demand.

Enjoyed Axos a lot more this time round than I have in the past. Might have to up my 7/10 to an 8. I think because it's a kind of greatest hits of all the third Doctor tropes to that point it feels a little unoriginal if you watch it quickly after season seven, but coming to it fresh it felt much more engaging. Unusually for Doctor Who it has a good final episode.

Watching Colony in Space 1 I noticed that the crop graph on the wall has lines that run to July, yet the calendar on the wall says 3rd March.

It's an Earth calendar! They keep talking in the first episode about tracking time from when they left Earth the previous year.
Which in itself is troublesome, if they've been there "just over a year" according to her from Coronation Street yet it's now March 3rd 2472, and they left as stated in 2471 (as Jo confuses that with 1971) then how bloody fast was their space ship for a bunch of farmers!
