What if the preds had taken over Cybertron when Primal was fighting the beast wars? Would they have treated maximals as criminals as well as Megatron and preds?What about Dinobot?

Well, that depends on whether the Tripredacus Council is the one doing the takeover or another renegade warlord like Megs. If it's, say, IDW's Magmatron, then there'd be a big war and the Maximals would be turned into an oppressed slave-class and Megatron would probably be acclaimed as a hero when he turned up. If Dinobot wasn't dead, he'd probably be torn between the new Predacon Empire (everything he was fighting for) and honour-based loyalty to Optimus, and be extremely messed up.

Now if the Tripredacus Council was the one taking over... well, sod knows because they have "different origins" to the Predacons and it was never said what those origins are. One plan by the BW writers was that they'd be descendants of the Cybertronian Empire from the Generation 2 comics, and Botcon material by them hinted they're spawns of Unicron. If the latter is true, they'd take over Cybertron as above but instead of general conquest they'd probably focus on bringing their Dark Lord back.

If they're descendants of the Cybertronians, you'd probably get Beast Wars - all the Maximals and Preds wiped out and soulless metal drones running around creating a new order. (Really, they should've been the Big Bads for Beast Machines S1 instead of Megatron, it'd have made more sense - and then Megatron could appear without warning and seize control from everyone. Maybe he could be Thrust instead of Waspinator...)
