Very slowly, unless you didn't mind shaking the Earth apart doing it. But then who would pay the ransom?
I guess you'd need to generate a very specifically shaped gravitational incline that would shift the Moon out of its orbit while not affecting the Earth, and also a gravity well equivalent to the Moon to put in its place to keep the tidal effects running.
