Out of the robots on Cybertron, how many do you think would be civilians, how much of a percentage, or would it be pretty much the case that everyone is an Autobot or Decepticon? How much of the planet, mass wise, do you think is taken up by the respective armies, for instance is 90% odd of the planet uncontested neutral zone or is everything under the control of each force?
(I'm thinking around Eugenesis time for this.)

I think around the Eugenesis time there wasn't a huge amount of civilian populace left. Given the various planetary (just what is the plural for exodus anyway) over the years I think the non-aligned populace dwindled. Save for the empties and I can imagine the Quintessons treating them like vermin and exterminating them all when they took Cybertron.
I would say there are vast swathes of the planet that is ostensibly controlled by one side or the other, but due to the damage done it's pretty much abandoned.

I agree with Andy. Straxus dumped all the useless neutrals he could find in the Smelting Pool, after all. See my short piece Eugenfic. Martin

How many would you say before Eugenesis but after the Unicron thing in 2010 from Aspects of Evil?

Well, if Soundwave was implying the Quintessons killed half the TFs on Cybertron and they left about nine thousand alive, maybe about twenty thousand beforehand?
