Obviously it's a pain in the arse but there's some education need there -

The postage probably was free; that isn't the same as import vat or collection charges.

We've found here through group experience that some postage methods escape more than others. Airmail small packet seems to have the highest success rate.

That's actual customs duty though. Everything now has VAT, which is what we call cuta.
