The "2 pack with Frenzy" bit just didn't make sense.
Now we believe there's a second combining 2 pack with Rumble, and perhaps more to follow, you can understand what they're doing.
A case of more info reveals a bigger picture.

I've just realised looking at all the pictures for these that Frenzy isn't on a separate card; that's one backing card folded in the middle.

Frenzy is slightly recoloured, not sure whether it's supposed to be cartoon Rumble colours, but it's slightly different from regular version.
