It says in the news article Phil linked it's a fan cut. It's not official. It was done a while ago but recut this year with higher quality source material. It says it's just all the material from the existing versions combined plus the deleted scenes inserted in the right places.

Ah. Ta for the clarification. It had been popping up on my Facebook feed a bit, but I got momentarily baffled and started to wonder if something unexpected had emerged.
I'm not sure I have quite enough fondness either for the source material, or for the Lynch adaptation, to sit through a three hour version of it. (I am a bit iconoclastic in actually prefering "Dune Messiah" to "Dune", the whole "how do you dismount from a raging Juggernaut of fanaticism without it crushing you underfoot" is a more interesting theme to me)
