Now, in numbers, some have a higher value than others. 8 and 9 for example. 9 has a higher value than 8. Or, you could say, if you wanted, that a character who has a particular value in a particular category of some kind of chart detailing technological specifications, of 9, for example, would be recognised as having a higher or greater or superior level to a different character with a value of 8, in that particular category of technological specification.

If you want to go purely on numbers, Jetfire outranks Prowl, so he'd be second in command. It's also true to say that Prowl's bio doesn't mention anything in it anywhere about being a commander, in fact it says he can't make decisions without checking with Prime, whereas Jazz's bio states he is Prime's "right hand man". That's also Budiansky's writing.
I'm sure we've done this before a few times. You have to go with the who's who because it combines all the different elements together, including Jazz definitely being Prime's second in the cartoon pilot. It has a balance of the tech specs, bios, and the portrayal of the characters in the different media.

Remember the big argument in #42 at the start of Crisis in Command though. Prowl vs Jazz in front of Prime. They both had equal weight above the others.
