I recall Ralph does not permit limbs to change between teams, but I'm not totally sure if limbs are able to take different positions on their correct combined form.
However, that is nothing compared to having two of the SAME character at the same time.

I direct you to the toy packaging, tech specs, comics and cartoons. Each limb has one and only one CORRECT position in combined form for each team. Bruticus's box art has Swindle as the left leg, under the Vortex arm. The instructions and TFU art / model sheet have Swindle as the right leg, under the Blast Off arm. Menasor's box art and instructions have Dead End as a leg and Breakdown as an arm. His TFU art / model sheet has Dead End as an arm and Breakdown as a leg. Superion's instructions have Air Raid and Skydive as arms. His box art has Fireflight and Slingshot as arms. His TFU art / model sheet has Air Raid and Slingshot as arms. Defensor's instructions and TFU art / model sheet have Streetwise as a leg, First Aid as an arm. His box art has First Aid as a leg, Streetwise as an arm. Most damningly, the instructions say in bold capitals that "Each vehicle is interchangeable and can form any arm or leg of Defensor" etc. Martin

I would say that the limbs have a default position we recognise as being their place, but one of the selling points of the combiners is that their limbs are interchangeable. As has been pointed out, it does say that in the instructions.

But they have a preferred energy state. 8 in the second shell. A combiner's correct formation is like that. Like a compy armchair that's molded perfectly to your rear.

Well, Blades, Vortex and Blast Off always seem to be arms and never legs, presumably because they're already flying around up there anyway. Don't think I've ever seen them as legs. Which means Brawl and Swindle never have too high to jump.
Mind you, if one member of the team is unavailable, I think any Special Team would opt to go without an arm for a bit rather than have two arms but have to hop around on one leg until the missing chap turns up.

Yes! Absolutely! It's quite logical really.
The only question marks I've ever had are- 1. Groove being a leg- he looks good being a leg but really fits better being an arm, and 2. Superion. I've never been able to pin his limbs down. They're interchangable in My Mind.
