I would say that the limbs have a default position we recognise as being their place, but one of the selling points of the combiners is that their limbs are interchangeable. As has been pointed out, it does say that in the instructions.

Well, Blades, Vortex and Blast Off always seem to be arms and never legs, presumably because they're already flying around up there anyway. Don't think I've ever seen them as legs. Which means Brawl and Swindle never have too high to jump.
Mind you, if one member of the team is unavailable, I think any Special Team would opt to go without an arm for a bit rather than have two arms but have to hop around on one leg until the missing chap turns up.
The only question marks I've ever had are- 1. Groove being a leg- he looks good being a leg but really fits better being an arm, and 2. Superion. I've never been able to pin his limbs down. They're interchangable in My Mind.

Ah the risk of incurring the wrath of Ralph, the combination with two blue legs and two white arms looks pleasingly symmetrical. Like that. I need to pay my balance but I'm pondering whether to put anything else in with the order.
