They size boxes to be universal. Or as universal as they can predict. Because Optimus doesn't require that space does not mean a figure at the end of the line won't.
Western retailers do not like packaging to be random. Japan, it doesn't matter, and every figure gets it's own personally designed package. But Walmart and Target are more likely to drop the range if they have to keep resetting their shelves every single wave, because the boxes keep changing sizes.

But why is he called a Powermaster when he's a headmaster?

Er... Look! Behind you! A three-headed monkey!
...
Actually... I'd not noticed until now that that was his *actual* name. I thought it was just us calling him Powermaster Prime because that's what he looks like. Most odd.

Clearly I wasn't paying attention. (This is not new.) That or I thought it was a placeholder name. But there it is, in black and white. :-)

But why is he called a Powermaster when he's a headmaster? I was thinking the same thing myself. He's not a Powermaster! Sadly. He's a piggin' Headmaster instead.

In fairness his chest piece is kind of designed to look like PM Prime with HiQ attached. So he's pretending to be a Powermaster.
this means he is a Pretender Headmaster Powermaster.
this makes him very powerful.

A Head Power Pretender Master...?
Pphhfftt!
He should have just be a Powermaster.
Why do they all have to be Headmasters? There could have been a mixture of the three different 'Masters' in Titans Return. Why stick to just Heads?

Engineering development costs. I suppose also to make the heads truly interchangeable they all need to work in the same way.

And remember, PM Prime was originally going to be a Headmaster too!

I remember hearing that he was going to be a targetmaster too but I've never seen any designwork for that.

Also fits with the graphic on the rear of the box where we see the heads & arrows to 3 size class.

Hmmm. A shame the front of the trailer has a big hole in it so we can see a car inside. I had hoped that would have been covered up.

Something that irritates the hell out of me, the more I think about it, is THE defining iconic feature of Optimus Prime's head, his faceplate, was incorporated into the helmet of the PM body, leaving him with a mouth. Combined with the fact the rest of the titanmaster head is only vaguely optimus-like.
So... This COMPLETELY negates the point of, and fun of headswapping with him. So, if you put the Optimus head on Weirdwolf, it's not going to look like Optimus Prime. And if you put Galvatron's head on Optimus Prime, it's going to ALWAYS look exactly like Optimus Prime.

Or something.

As a counterpoint, you get to give everyone an Optimus Prime faceplate!!

And if you put Galvatron's head on Optimus Prime, it's going to ALWAYS look exactly like Optimus Prime. There are rumoured to be other Optimus' coming, specifically a Laser Rod version. If that version has a faceplate the this is a chance used to provide one without one. (Though in "World of Phil" ALL Optimuses would have faceplates!)

Where does the cab go while in base mode - the red bits I can see are the parts hidden in the trailer section (arms & outer torso) Any photo of the rear of the base mode - they seem to be front on only.

The cab is bolted to the bottom of the trailer, which is the back of the robot. In base mode, it just hangs off the back.
