I think I figured out why Siege Prowl doesn't do it for me.
Proportions, and he lacks shoulder cannons.
His chest is absolutely huge. We've seen toys like RtS Jazz and a ton of Bumblebees who use the entire car front as their chest, and they don't look disproportionately big. Even PotP Jazz, who looks really bulky, doesn't feel disproportionate.
Add to that that he has a really skinny torso and waist. These are TFA proportions, which look fine on TFA Jazz, but don't really work here.
And that brings us around to the shoulder cannons. I may be alone, but I associate them heavily with Prowl when he's in this overall design. And given how disproportionately oversized Prowl's new chest looks, it feels exceptionally conspicuous that they're absent.
Edit: His waist/torso isn't as skinny as I remember, but it sure looks it due to the chest.
Also his knees are why his lower legs look wrong, not the backs. His knees are really skinny, and makes it look like his lower legs start lower than they do. They're proportionately long enough, but the optics make them look really short.
