I have discovered a cat that comes into my garden. Should I try to befriend it as if a crazy old lady?

I have discovered a cat that comes into my garden. Should I try to befriend it as if a crazy old lady? If it's someone else's cat [has a collar or something to distinguish it as such], then don't feed it. If you do, then it won't go home and the owners will get worried, etc.

I always befriend the cats that come into my garden, but I know they belong to people living within a few houses of my house. There's one cat that has conquered several houses with its winning ways. And actually befriending their cats turned out to be an ice-breaker with the local children who play in the road, and resulted in me knowing more of my neighbours than I would otherwise.
"Crazy cat man" would be a man whose house is full of his own cats, not one who is welcoming to his neighbours' cats.
