The Planning Commission Task Force Group on Housing observed, “though there is a policy directive for provision of serviced plots to the clients from the weaker-sections, instead of fully built houses, the latter option still seems to be followed. With the adoption of the Revolving Fund method of financing land development, the suggestions for greater weightage to the weaker sections in the land use distribution in the City Master Plans do not seem to have been seriously implementedâ€.
The second inhibiting factor is the fast rising construction costs and the failure to evolve and adopt low cost solutions to counter the rising costs. It is common knowledge that on account of high costs, the houses constructed to benefit people belonging to a particular income category are being appropriated by the next higher income group aspirants.
The practice of providing cheaper houses to the economically weaker sections generally leads to other problems. The minimum land stipulated for Economically Weaker Sections (EWS) is 25 sq. m for which the land itself costs Rs.20,000 to Rs.22,000, but the EWS are given built-up houses at a highly subsidized rate. Once the houses are allotted, the real estate agents take the houses paying a high price, and sell them of again at enormous profit. The people from the EWS are now back to their old jhuggi or traditional pattern of houses.
When considering the present developments in Apartments Kochi city could achieve so much due to the popularity of the high-rise building concept among a vast majority of the people. Perhaps in no other city in Kerala can you see so much development in apartment development. In recent times the builders are now offering flats and apartments that suits any budget. Flats are now available at costs ranging from more than one crore to a minimum of one lakh rupees.
