This makes sense. I think I'd been more surprised if they didn't.
The big question is, will it actually come with a Targetmaster companion? And if so, will it be a new mold, or will it be a remold of Hasbro MP Rodimus's companion, who I don't think has had a Japanese release yet..?

Look they can still do detail.
Even if its just a bit of chrome and paint apps it looks so much better.

Nor me, but it has made me wonder what Inferno would look like with a few subtle reprolabels. I have kept off labels on MPs, but the odd accent might be nice. That said, I'm converted on Inferno. There's nothing wrong with the robot at all. He's really nice.

Makes sense to have more detail as this apes an original toy whereas Inferno is meant to look like a simple 80's cartoon model.

In the west in 1988 the Targetmasters were bolstered by re-releasing the 1986 Movie Autobots & Decepticons with Targetmaster weapons. In Japan this didn't happen. Instead they got Stepper, a black redeco of Jazz with a picture of firebird on his bonnet, and Artfire, a white & red version of Inferno, the fire engine with a ladder. Some might say they got the names the wrong way round .... They come with Targetmasters. They aren't the only older toys redone in Japan with Headmasters. Soundwave becomes Soundblaster and Blaster (Broadcast) becomes Twincast.
