This has come to mind due to being present on MP Dinobot. I think I started noticing it when I started importing Takara figures. I recall it was on some of the early TFC boxes which were packaged internally in a different way to the Hasbro norm, the same as Masterpiece. Takara have also packaged several mainline figures this way as well, the Japanese seemingly not needing to see the figure through a window to want to buy it... This being an inner plastic tray with lid, the lid being taped to the tray.
So what of the double Sellotape? Well, I've noticed an odd phenomenon where on some figures, the tape is broken only to be retaped in exactly the same position over the top of the old tape. It's never in a single place, if one is broken, they all are.
How are these figures taped? Is it by machine or by hand? Do Takara have machines that detect broken tape? Is it done by eye? If by machine, is it automatic that they get retaped? Is it a QC thing? Are some opened and checked and retaped? If so I've seen a remarkably large amount of QC figures over the years, certainly higher than the expected spot check percentage you'd expect.
I've also seen double tape on the exterior flap, the worry here is that the box is not MISB as advertised, but however upon opening, it's clear the flap has not previously been opened due to the stiffness and condition of the fold.
Have you noticed double taping? What are your theories on it?
Note: Other clear sticky tapes are available.

It's a possible sign that either the toy has been inspected for some reason and something has been replacedthat was wrong/added which wasn't there.

Never noticed it myself, could be factory runs where they realised there might be an issue after packaging so had to open them all to check.
