This is PINWIG's suggestion.
Please cast your vote by the end of the week.
I think it might be more reflective of the Doctor's general naughtiness if we put him back to 0 and used smite when he misbehaves and exalt when he's good. That would give us a genuine reflection of his position. So if he's all about breaking the egg rule, spamming awful music videos or putting people on trial for no reason then he gets smited by the populace and his total reflects the truth!
Oh! and then if he is in the negative he loses his godmod power and can only get it back by being exalted into the positive! How about that? Keep him on the straight and narrow.

I abstain but would also like to point out I have spurts of trying to get him back to zero the long way round. Why spoil my efforts now? In a few decades he'll be back to zero anyway!
