This is a Hub Meaningful Vote ('cos there's no 'sausage' option).
Who is 'best'? Prowl or Starscream? You can interpret 'best' however you like.
It is time The Hub settled this immortal question, with a Meaningful Vote.
G1 toy-wise, both are very fun. So I suppose that comes down to do you prefer police car or a jet fighter. Character-wise, again both are very fun. Starscream has, rightfully, become one of the FOUR, most recognisable, most used, characters. But for me, somewhat predictably, Prowl is, overall, the 'best' both in terms of toy and character (but I actually really like Starscream, more than I realised actually! Don't tell Stom' though...).

It would be unfair to do a straight tech-specs comparison, 'cos Starscream's numbers got swapped with Skywarp's. So going with Skywarp's numbers, which Starscream should have had: Both have strength 7, intelligence 9, rank 9 and courage 9. Starscream has speed 10, Prowl 7. Prowl has endurance 9, Starscream 7. Starscream has firepower 8, Prowl 4. Prowl has skill 9, Starscream 8. As second-in-command, they're fairly evenly matched. Martin

Both are the two most iconic looks for TF. Prowl- Rear end of the car becoming legs, front end becoming chest, doors becoming decorative kibble wings (something rare over the last two decades: the art of using kibble decoratively), and the head that the autobot symbol is based on.
Starscream- Same basic design, but with jet parts. Even the air intakes and weapons are used decoratively.
But there is only one true answer to this: Actionmaster Thundercracker.

Assuming we're talking G1 here... I definitely prefer his toy, and also his character in the comics...
However...
If I were to take my favourite Prowl (the cyborg owl) and favourite Starscream (Energon Ghost) and pit them against each other, it would go the other way

Prowl - definitely a better looking and more playable toy than Starscream.
However, if we were going all incarnations - Starscream wins for having a quite natty wee pretender.

Oh yes, Pretender Starscream is very nice, but then Prowl takes it again in the next round when we get to the Action Masters.
Skipping forward to Classics / Universe I'd give that round to Starscream. MP Prowl would pull back the lead over MP Starscream though!
