The anchor symbolises that falling is enabled. This means that when you reply to a thread it will not jump to the top of the board.

Effectively The Anchor is the opposite of a sticky thread, which always stays at the top

So from info in that thread, it was a conscious decision to make this one a "falling" thread. That's a bit of questionable behaviour on the side of the mods. Let threads live and die on their own merits.

I've used the anchor on week threads when the new week has started in order that the newer week is at the top.
The anchor is deployed here for comedy value!
I have also, more than once, accidentally anchored a thread. There might be a key shortcut for it we're unaware of.
I didn't anchor the thread in conventions

In this case it is an active and continuing conversation so it is a bit harsh. Or we could just continue the conversation in the new week thread which could lead to confusion and Phil moving posts about. Neither is very good either.

In this case it is an active and continuing conversation Which is the problem because the continuing nature bounces it above this week's thread in the thread list in the forum and can (And DOES) make posters think tat that thread is the current week's thread. Hence the anchor so that during the current week the current week's thread is at the top. The only other way to do it would be to pin this week's thread for the week.
