I don't think ER Optimus should count as a retool. He's a good 85% new (not counting the trailer).
I think he does the same thing TR did with Blurr and Chromedome. Only reuses a very small amount of parts (Feet, fronts of the shins, and the head). Everything else is so new to the point that the entire functionality of the toy changes. The only difference with it+siege, and blurr/Chromedome is that ER and Siege are both extremely closely modeled on the same source, that they end up looking far more alike.

Dammit, Toph! Stop this! You're weakening my resolve to not buy him! But then everyone's said that he's great, and it's not just you. DAMMIT. It's when you tell me he's better than SS Bumblebee Optimus Prime that I'll be in real trouble... He kinda is. Studio BBOP is a much prettier figure. Much more detailed. And it's fun to fiddle with. But ER Optimus is a full on toy. he is loads of fun to play with. I've transformed him several times because his transformation is that clever, and that fun. DAMMIT. I said not to tell me! ... Oh. I didn't. DAMMIT. Nnnnng...

I have to say, assuming a new mold is now out of consideration, if G2 Megatron is anything but HEAVY g2 accurate retool in green, i will lose it.
If it's just regular ER Megatron with green slapped on it, I will lose it. If it's a heavy G2 accurate retool in purple? I will go f***ing apeshit.

But I think he's 100% right. Hasbro doesn't seem to acknowledge UT, Animated, Aligned, or RiD as alternate universes. They just fold these in as different forms Optimus has taken. Also, there's a perfectly good Armada Optimus mold they're sitting on that no one seems to want to release. That should qualify as an Alternate Universe Optimus just as much as an RiD version would. In fact, it'd be more likely than a hypothetical RiD mold. However, Hasbro DOES seem to recognize Shattered Glass as an alternate universe. And there's precedence for this, with Unicrodimus Prime being an SG Rodimus homage, and an MP10 repaint into SG Optimus.

I'd not be surprised at all if it's a brand new mold that looks almost identical to Siege. That seems to be the general theme of this line.

Well it's very confusing. The trailer has really thrown me. It's amazing, but also just a shrunk down knock off of the original. It's made me realise that when I'm evaluating generations toys, I compare them to the image of the character in all its guises, not the G1 toy, but this Prime my head immediately compares to G1 Prime, and it's not as good. It's smaller, cheaper and less exciting. But I don't think I've ever done that with generations toys before. It feels small. I just stood Ratchet next to Prime in vehicle mode to do that bit from the start of More than meets the eye part 3 where they turn him over and Ratchet's huge next to him.
Compared to Siege Prime there are also ups and downs. He doesn't have the arm and back kibble, but the long legs and smaller torso make him much weaker looking physically. Siege Prime looks muscular and powerful, but Earthrise doesn't.
It's weird. Definitely a great toy, but somehow underwhelming.

Still troubled by this figure. I've had Siege and Earthrise next to each other on my desk all day, identical pose. I keep looking at them. I can see Earthrise is a better Prime because of the lack of kibble, he's really clean. I think it's two things. The trailer feels cheap and half-hearted, and the vehicle mode overall is too small. It's not an imposing Prime in vehicle mode.
I'm going to get the Toyhax set for this once they start shipping again to try and give the trailer some life. It's weird, I look at Starscream and think it's an amazing figure, beautiful update of the original, but the Prime brings me no joy despite being just the same kind of update. This trailer holds £22 of the £46 this cost because the box contains Prime, gun and trailer, but it's rubbish. I would pay for a 3P replacement if it was done well.

That's a shame. The trailer for 1984 Optimus has great play features and is still a good toy to this day (helped by having a Roller it can launch).

I was going to say that we can't expect sprung features like roller these days because Transformers just don't have them, but then I thought Cyberverse has loads of little fun features like that. The trailer is a missed opportunity.
Leaders seem to be massively overpriced now for what they are. Old leaders were generally too big when they did voyager size characters, like Soundwave, but bringing them down to voyager size seems to mean adding on cheap tat that doesn't justify the price. Prime and Shockwave being examples. I must open Astrotrain and see how he fairs.

Leader Class began at $40 for these massive things. They were rightfully called Super for a reason. We got amazing toys (Fire Convoy), and amazing features (Armada Optimus).
Starting with the movie, they scaled back a bit, but became quite a bit more complex in return.
In the meantime, Universe reintroduced Ultra Class. Both classes went away (except for the odd movie Leader). Then Leaders came back in full, but this time they had been scaled back quite a bit. From "T30" through Titans Return, leaders were almost exactly like the last go at Ultras. Only lacking electronics. And now cost $50.
Then PotP switched things up. It tried to do the oldschool leader thing, only not at the Ultra Class size bracket, and not as well. Siege doubled down on that and did a better job, but now they were barely more than voyagers with armor. Earthrise has dropped that, to being Voyagers with extra accessories.
I've said it here, before. I really think that when they "resume" non "WfC Trilogy" toys, I believe Leaders will drop the extras, but bulk up a bit. They'll be about a head taller than voyagers, with no special features like super modes or extra guns. They'll do this claiming to be avoiding a price hike. This happened when they turned the Cyberverse Commander Class into Legend Class. (Cyb commanders were intricate $6 toys. When they changed to Legends, price hiked to $10, got less intricate, but gained a big accessory. Then the accessory was soon dropped, but the price or complexity stayed the same)
I may be off on the timeline and it may happen sooner than I think. We've still not seen Doubledealer in context with other toys. DD so far seems like he might be exactly what I'm talking about.
But I'm really sure that's what's happening.
(I still don't see a justification for astrotrain being a leader class. They didn't even complete the dang shuttle mode. I'd have rather them toss that stupid tender box and more guns than he needs and paid $30 for it)

It's important to remember that what you've termed Leader for RID through Cybertron wasn't really the same size class from line to line. I don't think any of the Oos in those lines were really the same size and price point.
