You could do it so the pairs weren't identical pictures - you could have an original and a repaint.

Prices vary depending on quality and finish. Most custom card printers don't offer the flexibility without ordering lots of sets.
TFN has already scouted it out.

You can ask a printer to print, laminate and cut sheets that would be the more manageable option
