It's a car crash of the highest order with too many competing goals and failing to meet any. It should have been EITHER blue and the 90s style jet OR black & a Blackbird. Trying to merge both was not a good idea.

It looks much more exciting than I assumed it would be.
It's strange though, how much the packaging influences things. I love the retro TF packaging with Electron and the the BTTF one. Going 90's X-Men packaging isnt wrong by any means, but I do now just see this as an X-Men toy jet that turns into a robot, rather than a Transformer that turns into the Ecto-1 or BTTF car.

I don't think there's much in there but look at the rectangular (ish) wings on the back of both robots: same shape, same grid detailing on the side facing us.
The top of the jet mode - between the engines and behind the neck - looks identical

Yes, I think so too. It looks like there's some parts reuse and a very similar transformation scheme, and comparing the two I can imagine they started out with Jetfire and figured out how to get to a more traditional bot from that.
At first glance I thought the legs were radically different, but they possibly just transform the other way around to give more traditional knees, if you see what I mean.

I'd argue it's more a case of they both have a similar starting point in terms of alt mode than any kind of retool.

I am hesitant to use the word retool, as I'm not sure where you draw the line (or even if the word has much meaning anymore), but between sharing parts and apparently sharing most of the transformation I think the two moulds are very closely related. Moreso than G2 Smokescreen / Energon Starscream as in their case there wasn't any part reuse.
I'd love to get some insight into how it was designed!

Hasbro are fond of this term 'partial' these days. It seems to me that covers shared use of the engineering skeleton but with completely new parts and sometimes engineering changes too, like I think we've seen with Wheeljack and Sunstreaker?

Yeah I cant see anything beyond the main shell of the jet. There may be some skeletal bits remaining inside, but it looks like a brand new robot, admittedly one trapped within the limitations of ROTF Jetfire silhouette.

I think that describes it well! There are the obvious shared parts, and if you squint enough to abstract both figures I think they fit the same general transformation scheme with the main difference being in the legs. Which thinking about it, might not be so different either at a high enough level of abstraction.
I'm tempted to get hold of both just as an exercise in examining this.
(I hadn't paid any attention to SS Jetfire before this, he does actually look really good)

Kinda disappointing to see this listed by Kapow as import, must mean Hasbro UK aren't doing this one. If it was orderable I'd bite because I quite like the robot, but I'm not getting upset about it.

This is ridiculous if it was in G1 packaging or G2 like the FOC Bruticus, I'd be all over it.
But instead its in a.... is it a generic design or did the toybiz x-men come in similar packaging? Either way my brain tells me its an X-Men toy and I dont want it.
I blame all the earlier crossover lines that were very much the other brands toys with a Transformers gimmick. They trained my brain if it says Transformers on the box but is otherwise clearly branded as another line its not Transformers and its not going to be very good.
