I see, so flipping the joint that the arms attach to upside down means the arms sit a little higher up, which stops that sloping shoulder look and the hands hanging down so low. Not bad. It's an improvement but you really need to look at the shoulders side by side with the original to see what they did!

It's not a QC issue. The shoulders were not misassembled.
They were designed to be the way it's being shown and sold.
Quality Control means it was misassembled but sold anyway, or used poor quality parts.

The only thing 'wrong' with TR Galvatron is that mask thing. Solid toy otherwise and I think I actually do prefer it over this one.
