I have to wonder if there's actually a market for this? Did anyone actually see this in the movie and want one?
Jingle All The Way is a forgettable christmas movie in a sea of forgettable christmas movies. I'm unaware of any nostalgia for it.
And unlike the toys/characters in Small Soldiers, Turbo Man never even remotely felt like an authentic toy that kids would actually want. It always just rang out as the idea of a toy from a sitcom writer who didn't understand the trends. Who saw "teenage mutant ninja turtles" and "mighty morphin' power rangers" and only saw a jumble of random words and never understood what was behind them, and then spat out "Outlaw Laser Robo Geek" and then asks a prop guy to make it.
Instead of the director/producers hiring a professional toy designer to create something that rings true enough that it's believable kids would want it enough that people would actually fight over it.
I mean, there's nothing wrong if one's a fan of this movie and want a bit of kitsch from it. I just didn't realize there were enough to make Turbo Man into a real thing. (Especially since the original tie-in toy bombed really badly)

I saw a few in The Entertainer, but the Funko branding put me off.
