As someone who lives on the border of Mexico, and interact with a lot of latinx and mexican people, I can confirm.
Cosmos' voice is absolutely not a stereotypical mexican accent.

Ralph did say stereotype. Stereotype accents are not realistic accents. It may be that Cosmos's accent is the stereotype Mexican accent in Ralph's part of Glasgow.

I used to think it was a Mexican accent too - and I thought it was because Cosmos turned into a big green sombrero.
I can sort of hear the Peter Lorre voice now I know better but it still sounds Mexican too.
I, of course, can do a wicked Seaspray impression (and by default, Mer-Man too).
Any hubbers out there do Beachcomber, Warpath or Powerglide? If so, we have a stage show.
