Yes, but most kids weren't oddly puritanical about their transformers accessories and would swap them around as part of the play pattern, thus Headmasters, Targetmasters and Powermasters would often have different partners than the ones they were packaged with.

Honestly, none of us at school/peer group did. It never occured to us, perhaps because none of us had more than one Master.
I had one Targetmaster (Crosshairs) and one Headmaster (Hardhead). Didn't have a Powermaster.

I was fortunate enough to have multiple Powermasters (Slapdash, OP, Doubledealer) but I didn't swap the engines around because even as a kid I just thought it didn't look good, the colours clashed too much. Same with any weapon where it's distinctively coloured.
So I think had I been lucky enough to own more than one Headmaster (and boy did I want to have even just one so, so much!) it's unlikely I'd have done much swapping. _Maybe_ if I'd had some story going on in my playing where a Decepticon steals an Autobot's body or something like that.

I had Mindwipe and Hosehead, and it always made my laugh at how silly Mindwipe looked with Hosehead's tiny head on him.
I agree they look better with the right heads and engines and whatnot, but I did swap them around too.

Dunno if it would have worked if he'd still been alive. With Fortress Maximus, Galen had to transfer is control helmet to Spike before Spike could interface with Fortress Maximus. So if you put Hardhead's head on Highbrow's body, would it imply Duros got Gort's control helmet? Powermasters... it was originally just about the Nebulan providing energy to the robot from food consumed. Hi-Test and Throttle had no problem putting that energy into the reanimated Starscream at the end of 'Race With the Devil'. But then in the Furman era the Powermaster process evolved into something else, with Prime's mind ending up in Hi-Q after the Unicron war. That suggests something unique about the pairing. Targetmasters? Dunno. Guess you just have to hold the gun and point it at the enemy. Doesn't matter who's inside the gun. Martin

Maybe Spike only needed the helmet because he hadn't had any of the enhancements. Duros would be fine to take over Fort Max, although I imagine because they weren't Binary Bonded it wouldn't be as good a working connection. There'd be a fair amount of mental static on the line, as it were. But it'd work in an emergency.
If you look at 'The Last Autobot', maybe the helmet is only needed for remote control?
