Fort Max, Cerebrus and Spike. (As you can leave Spike attached to Cerebrus when you attach him to Fort Max right?)
Or slightly bigger is Brave Max and Megabolt Megatron, but that's not really attached, just placed on top.
But then y'know, you didn't say robot mode, so why not the micromaster bases?

The jury's still out on whether they're individual Transformers, but off the top of my head I would say the six of ROTF Devastator. Other than that, the five of Predaking.
Mind you, it depends what you mean by "largest". If you look at height rather than mass or bulk, I would imagine it's either the two of Omega Prime or the two of Jet Powered Optimus Prime.
I don't think Energon Omega Supreme's Mini-Con head is intended as an individual, is it?

Or largest could refer to length, in which case it would be the three of Armada Optimus Prime, Jetfire and Overload.

Are we talkingabout the largest size/volume/length/height combined form or the largest number of individual characters that combine to form a single combined form. For the former are we talking the toys (probably given its in this forum) in which case possibly Omega Supreme and Optimus Prime from Energon or fiction in which case its Unicron and minicon. So 2. There are six in Phiranacon, but I never saw the toy in person. If this is an outside of Gen 1 West answer, then I have no idea. Superion was surprisingly tall, maybe him? Five then.

Gurren Lagann beat the 16-robot combiner with the power of a passionate combination of two men Although I will admit that he benefited from the help of three women riding on goat-like creatures who have their butts where their faces are - although who wouldn't benefit from such a scenario? Anyways... if the Answer isn't Fortress Maximus or Predaking...then... Sky Linx? Beats me - but Predaking is the biggest combiner.... Pete

But are Micromaster bases really combiners? I mean- well...ok...I guess they are...but...you know...they're not really...sort of... Oh wait - but they're MICROMASTERS - so they can't be the biggest by default. I mean - if we combine all the micromaster bases we just get the equivalent of a lego playset for Omega Supreme to play with... Or are we talking about real toy vs. real toy comparison? So confusing It's called Tengenn Toppa Gurren Lagann. The episode in question features our heros confronting a 16-robot combiner. Actually, they almost eat the pilots of the 16-robot combiner for lunch when they mistaken them for food... The episode in question is also famous for creating a huge flame war between the show's producers and a segment of the fandom who denounced it as the worse animation in the history of the universe. One of the company's founders called the fans a-holes and went on a rant about how the fans are stupid and then resigned I personally think the animation is funny - although it is true that all the facial close ups and sweat glands make it look like everybody's got dioreah and is sitting on the toilet...But the sixteen-robot combiner is still pretty nifty - although naturally it looses to the passionate combination of two flaming men.
