Hmm Sandstorm's helicopter mode is pretty huge though. I'd say SPRINGER, since he looks like a smaller one-man copter, also he is a strange tech-car/copter, so he could be any size

Ooh, good question. No Mini-Cons, eh? What about Microns? I'm not going to look at James' link, cos that would be cheating. Those that spring to mind are the Seacons and Beast Wars Neo basics with weapon modes. I'm thinking there must be smaller than those, though. I suppose Spasma and Krunk don't really count.

In the comics, it would be Scraplets, as they each have nut-mode, robot-mode and combined robot-mode.
