On the cover I can see Bebop from TMNT.
Inside are the Teletubbies, Orko, a Martian from "Mars Attacks!", and probably some Star Wars characters.

Baxter Stockman (old cartoon/mutant fly version) from TMNT is also on the cover.
I don't know a lot of the cameos myself, I think the big lipped creature at the bar might be one of the MOTU Snakemen.

Front cover, bottom left appears to be Shadow Weaver from She-ra. There's another of Hordak's minions on the top right (the guy with the giant eyes and tiny neck) but I can't place his name right now. Catra (another She-ra villain) appears to be confronting someone over Kup's shoulder on the inside panel and there are a couple of Jawas in the bottom right corner.

Looks like some sort of brain creature. The guy behind him and in front of Kup looks like Savanti Romero another TMNT character (new toon and original graphic novels).
The dude in front of Prowl could be one of the Berserkers from Thundercats.
