Hmm. Probably Fort Max I'd imagine, just for the ramps and elevator.
Really, for me though there hasn't been a definitive 'base' Transformer. In my mind, a base should have walls and a pull-away roof, stuff like seats and different areas and a prison of some sort. Fort Max fits most of those, but doesn't form a self-enclosed space, it is more a collection of ramps.
Maybe if Grandus were bigger and had more features, he would be the best base.

I'd go for Count Down's base.
You've got the ramps there [depending on how many you have hold off from the other bases you could have a total of] 7 then the connection to the space shuttle.
The main control hub in the middle & the upper deck ramp/control area - 2 side panel area & parking/prison zones below.

I don't know its name, but I'd nominate this Beast Wars II Spaceship. The mould is reused from an earlier toy range. I had it as a child - I bought it from a car boot sale and eventually sold it on a car boot sale, long before I knew it would have a Transformers connection - and had fun with it, which is the key in element in a "best toy". You could fit a number of figures in it, it had a lift and repositionable platforms (and presumably other accessories I never had), it transformed into a spaceship and it also doubled as a carry case with handle. The original Prime's trailer must surely also be a contender.

The problem with Countdown (and most MM bases in general) is he doesn't have a car launcher. Action features are what I like in my bases so Primes trailer, Metroplex and Scorponok score highly. Star Convoy has a soft spot in my heart for having a car launcher in the microtrailer AND a conveyor belt that will launch cars down his main ramp. Man I need a Grandus to round of the collection. Mmmm lift.

It's lamentable that TF bases don't have the features that were in playsets from other toy lines of the time, like Castle Greyskull. Traps doors and prisons are what I need, or better yet, a trap door that leads to a prison...with a car launcher.

Transformers really did cities rather than bases which is why I think they fall short of MOTU, TMNT and others. Almost all are more designed for TFs in vehicle modes than robots. Even the MM bases are meant to join together to make cities. As are Star Convoy and team.
Only Prime and Thunder Clash did stand alone bases that I can think of and they were all temp battle field bases.
Countdown and Actionmaster Prime were always my favourites though.

I guess for Transformers scale is a problem, so the best bet for bases would be Micromasters or Minicons, but none has ever really felt like a base before, more a 'platform' I guess. Maybe we can get our heads together and design the perfect Micromaster base? :v

Original Optimus Prime!
It had:
- a realistic disguise mode with rubber tyres - a poseable extendable whatever-you-call-it thing with a scanner thing and poseable jointed claw thingummy and transparent windscreen that opened up and, well, Brawn or Outback could sit on it, and stuff - firing missiles - a flexible petrol pump thingy - Roller, with ramp and launcher useable by others - tons of detailed computer stuff on the stickers
It was tops.
Metroplex belongs to the Special Teams. The Micros have plenty of bases. Prime's trailer is the definitive home of the 1984-5 Mini Autobots.

I always liked Metroplex the best.
Does anyone remember the UK television advert for him? I think the RRP was a shocking £32.99!
There was a boy at school I was never friends with who had Metroplex. He displayed him in his bedroom window. So many times I wanted to throw rocks at that window!

utterly shattered my Christmas beliefs.
Overlord cost exactly the same 7 years later. Now £45 leader toys stand only half his impresseive height.

I think my Overlord still has the £29.99 price tag on it.
Lessee... Metroplex at £29.99 in 1986 would be about £70 in today's money and Overlord (£29.99 in 1991) would be £50. By comparison, today's £45 Leaders would be £20 back then.

That one could work if you -
1 remove the handle on the top 2 turn the treads into rail cart tracks 3 do a series of them that link together forming a larger base

It's pretty cool reminds of countdown in lot of ways. I would have liked to see the carry case concept used.
