Strictly speaking it should be the original as it is Hound - the cartoon/comic designs came from this. Kind of like saying Bobby Davro does a better Zippy impersonation than Zippy himself.
But going by all the media put together, I'd say the Universe/Classics Hound is spot on and a very nice toy.
Binaltech & Alternator versions are the best actual toys in themselves and a good interpretation of Hound.
Hounds design hasn't actually been messed with over the years has it? Unless you include the Autoroller version.

Depends which question you are asking. If you mean which toy represents the Transformers Toy Hound then the question answers itself.
1984 Hound is the first Hound, having precedence over all the others by virtue of being an import from the Diaclone line. Any other Hounds are interpretations of that informed by the various presentations in the media.
If you are asking which toy best represents the character of Hound as depicted in the various media then the answer to that would have to be that it depends on which particular depiction in the media you prefer. My answer to that would probably be the Classics Hound, but only because it is the one that feels closest to his appearance in T:2006 (which is my favourite rendition of the character in the comics) to me.
