I've always considered the likes of Gatoraider, Scorpulator and Fistfight, who had robot modes, to be characters in their own right, whilst equipment/backpacks/vehicles such as those with Bumblebee, Prowl and Blaster to be simply equipment. Inferno's Hydro-Pack isn't TMed on the front or the Tech Specs. Perhaps some are sentient, others aren't?
