Ironic that the point of Action Masters was that Transformers switched to using Nucleon, yet we have one here that still uses Energon.
Also ironic: Transformers that don't transform.

No, his Tech Specs say that his Flight-Pack is powered by Energon. The Flight-Pack is his clip-on accessory.

The point is, Blaster's backpack is powered by Energon, but he isn't.
The analogy would be to say that humans are powered by aviation fuel when in an aeroplane.

It's as Ralph said earlier, a backpack is not an Actionmaster. A backpack is an Actionmaster's accessory, not the Actionmaster itself.

I had always thought of the Action Master partners as also being classed as Action Masters.
Still, these things can be open to numerous interpretations.

I put it that since Action Master partners which are named and trademarked (e.g. Turbo Board, Flight Pack, and Fistfight) and which can transform should be considered sentient beings worthy of the name Action Master as Transformers in their own right, as they are not mere guns to be fired then discarded like other weapons!
Equality for Action Master partneres now! Equality for all!
