I would imagine Mr G.B. Blackrock is the character you have in mind.

I believe there is a "Blackrock" park, but it's a Mountain State Park, not a National Park.
Also, the answer is a Transformers character.

There are several Black Rock parks, none of which are National Parks.

Is that Bighorn Canyon? That's not a National Park. Rocky Mountain is. (Who's been spending too much time looking for obscure Transformers, Matt?)

He's been telling everyone it was a National Park, on postcards, on Facebook, on that photo album he had specially printed...
