Yeah, really! How much trouble could a little WWI Biplane actually cause? RotF Ransack is a decepticon that even civilian law inforcements could handle.
I'm not sure the British police would be well-placed to deal with him without calling in a firearms unit mind you. A baton, pepper-spray and a pair of handcuffs might not go far against an armed aircraft.... :-)
