In 1984 toy range, Sideswipe and Sunstreaker were described as "twins" as they shared the same vehicle mode but had completely different transformations...
... in the 1988 toy range, which two Autobots could also be described as "twins" based on the above definition?

The clones would be 1987 dated - but they are same robot mode not vehicle like stated above.

Was only 28 new toys released that year. Some of the Pretenders did end up have similar modes due to the size of the toys. But there is a SMB & powermaster who could be similar too.

I always found it odd that Sideswipe and Sunstreaker were called brothers for having the same car mode when they actually didn't.

Sideswipe and Sunstreaker are both the same car (Lamborghini Countach LP500S), it's just that Sunstreaker is a version that has its engine on the outside, not the inside.
