Yes, overstocks of ROTF Legends that they wouldn't be able to sell because retailers had moved on to DOTM. But that was DOTM #1 - three issues later, Titan's relaunched it as Prime #1.

Comic publishers seem to print the price as small as possible, presumably so that harassed parents just buy the damn things at supermarkets. It's easier to look for the barcode than the price, as the price is printed next to that. DWA is £2.99.
