I've come across a plot point in a Doctor Who story that I recognise from somewhere but can't remember where:
We have a bunch of people in an Underground shelter believing they're hiding from a war on the surface. But it's all a con - there's been no war.
So if this rings any bells with you please reply and lmk where from!
Could be film, TV or Book....

The movie 'Blast From the Past' has Brendan Fraser and family spending 35 years in a nuclear fallout shelter due to a plane crashing in their back yard during the Cuban Missile Crisis, which is taken by them to be a nuclear bomb.
