In my experience, neither of them do. The best chance seems to be to use normal post. I remember when buying import video games from New York in days gone by that International Priority Mail packets almost always got through, but that was a while ago.
These days buying from Hong Kong, International Small Packet seems to be the least affected. Couriers like Fedex and UPS seem to apply customs charges by default as part of their standard process.

Yeah, that's where these charges really piss me off. I want to spend my money on something. If it was available in the UK, I would buy it in the UK, but it isn't so I can't. It's bad enough with international postage, but this almost feels like being punished for something.
