Pre articulation Rotorstorm no question, for me one of the best G1 toys made.
Post articulation? Movie Evac, great mould that really comes to life in these bright colours.
The Cybertron Evac mould is also tops, Springer I especially like.
Not sure which to vote for.
Shouldn't tomahawk be on the list too?

Tomahawk edges it for me I think. He has the edge in poseability over a lot of the others, and a really good rendition of his real-world equivalent.

Always liked Springer character-wise, but not particulary because he was a helicopter (or car with rotor blades).
As a helicopter I voted for Highbrow as he had a unique and imaginative take on the vehicle which I hadn't seen before when I was a kid.
Toy-wise (and functionally) Cybertron Evac does a great job.

None compare to Tomahawk as a toy/figure. If character is important then I guess Springer wins hands down
