The "Maximal Council" Project

The other day I picked up AM Ultra Magnus, BH Bulkhead, and pred rising Bumblebee because they were on clearance.
I have nothing to do with them, display wise.

I also picked up GDO Megatron after realizing that while he sucks as G2 Megatron or Archforce, he actually kinda rocks as BWII Megastorm.

So my new "Megastorm" has me in a BW mindset, which got me thinking.
I want to fill out and decide on who is in the Maximal High Command/Maximal Elder Council, and I'm wondering who may have suggestions from their own personal headcanons.
I don't necessarily want *everyone* to be a former autobot, but I'm not opposed if they make sense. Repurposes welcome.
I has maximal reprolabels and I'm not afraid to use them!
I'm also borrowing cues from Animated, with their use of ranks and titles.
Ranks being Prime, Primal, Convoy, Minor (not in that order)
And I cannot decide if Magnus or Trion should be an analogue for President or Prime Minister. If I went with Trion, then I'd make Magnus equivalent to General or Admiral.

So far I have:

-Ultra Magnus/Mammoth: both prebeast and post. Repurposing Prime UM ( www.tfu.info/2012/Autobot/UltraMagnus/ultramagnus.htm ) for prebeast. And FP's Ultra Mammoth.
-Prowl: Magnaboss trio
-Ironhide: Magnaboss trio
-Silverbolt: Magnaboss trio
-Snarl: BM character, no toy decided on

I haven't decided if Prowl, Silver, and Iron are their G1 selves or not. And I don't know of any existing toys that could repurpose into prebeasts for them or Snarl.

Anyone have suggestions of characters (g1, bw or otherwise) or toys to add to the high command and/or council of elders?

As there is a Great Convoy, I also want Smashing Convoy and Super Convoy in honour of the mighty Jim Bowen.

Thanks for the articles, though I've read them all, already. I forgot they list some of those guys, though.

Most of them seem a bit of a typical 3H "lets use these toy guys," over "with this guy's bio, he would kinda make sense."
That said, I have considered Torca. But part of me is torn by the thought that all soon-to-be fuzors should be axalon protoforms.

So, I've decided to repurpose BH Optimus as Primal Prime, supreme commander of the Maximals, or something.

Also using BH Megatron as a new character. Neptron, who is either a representative or leader of a group of Predacons who've colonized an aquatic planet, fighting for independence from the Tripredacus Council.

I need a resurgence of beast wars in a baaaad way.
