I don't think those are reissues.
Scorponok is in his original colors, Rhinox is in a smooth bubble (all reissues have been rocky, I believe), and Polarclaw is present. I doubt he's a priority reissue, to be honest.
I fully believe this is just a display of the original toys to celebrate Beast Wars in RotB.

Yeah, there's a Milton Bradley jigsaw puzzle there, too, and what look like bagged McDonald's Happy Meal figures, so I'm guessing it is, indeed, just a Beast Wars-themed display to tie into RotB.
