This is an interesting read. A rare Action issue is on eBay at the moment being sold by a specialist I've used in the past, and he's done a bit of research on the history behind it which is in the auction listing. I knew about Action and the ban, but not in that much detail. The issue in question is one of a print run of 30 and is already going for almost £800.
