I wonder if anyone ever wrote into Soundwaves or Grim Grams asking who the Constructicon leader was? If so, then our answers lies somewhere in those hallowed letters pages!

They did. I'm sure of it. Soundwave or Grimlock's reply was something like "their leader is who ever the Decepticon leader is".
I still think Scrapper is the obvious leader though.

I've always thought it was Scrapper too - although it was Scavenger who gave the first order to roll out when Shockwave created them in the Marvel comics.

Ooh great spot, Martin! Why they had such low ranks in the first place is another question... Hook a mere 4?! Me no understand.
Those techspecs are a great read, but I find they're fleeting in personality information. For example, I've always enjoyed the fact that Mixmaster is a bit bonkers, no mention of that on his techspecs.
