I would appear that "Owarai" is a Japanese word for comedy, generally used in relation to comedy on the television. Downtown are a comedy duo who present "Gaki No Tsukai", a variety show on Japanese television which is one of those which do those "Punishment Games" - you know, the ones where someone has to do something hideously awful for the entertainment and amusement of the audience.
Parsing several of the sentences in what Phil quoted - most notably:-
"As a buyer target project for DVDV & Blu-ray Box, purchase serial number of Transformer products collaborated with downtown is said to be enclosed."
"The limited collaboration item is like a specification change item based on the head of Fortress Maximus of TF Legends."
I'd suggest that what we are seeing here is a limited edition set of remoulds of the small Fortress headmaster (i.e Cerebros' headmaster) remoulded to look like comedy versions of the two folk that make up Downtown. I'd further suggest that it is "First-pressing" pack-in with a DVD or Blu-Ray of "Gaki no Tsukai". (First Pressing bonuses are common with Japanese CDs, DVDs and Blu-Rays. They are a sweetener to get people to buy them given the much higher relative price over there.).
