Phil is of course always innocent, in the same way Ralph is always guilty. However there is a question here as to whether Phil was being deliberately obtuse in his wording to trick us, or whether he genuinely believes we wouldn't think he wanted our opinion... by posting a poll asking for our opinion. When in fact he was polling us on whether we could guess what answer was already in his head.
